警察庁による監視カメラ「Ｎシステム」の手法を模倣し、沖縄の主要幹線道路の高架より、無差別に通行車両を撮影。

編集において、米軍関係者が運転する「Ｙナンバー」車の映像をスローに、それ以外の車の映像を倍速に加工した映像作品。

The title “Y/N” is occurred from Y-number and N-system.
N-system is a security system by the National Police Agency.
The government sets cameras all over Japan and it records automatically when a car passes.
The data includes the driver's face, the car-number and the time.
They explain that it is useful for doing the criminal investigation smoothly. However,
it works as the common people observation system and there is no personal privacy.
As an imitation of the technique of the N-system, I had installed my digital video camera on an overhead bridge and had recorded.
The video was titled “N-system in Kita-Kyusyu”, 1999. At this Okinawa version,
I installed my camera on the route 58, former U. S. Military Route 1.
And I edited the motions of "Y-number" cars as a slow.Japanese government issues a Y-number license plate for a private possession car of the United States Armed Forces person, civilian component and its family. It has many special treatments, 1/5 car tax, parking permission, and so on. Also Y-number drivers have caused a lot of troubles about car accidents and its insurances.
In the video, the cars except Y-number are edited as a double-speed. Therefore, there is no normal time in “Y/N”. The reason is that Okinawa is in the abnormal situation.

「 Ｙ／Ｎ 」

タイトルのYとは「Yナンバー」を示し、Nとは「Nシステム」を意味する。

警察庁によって、あるポイントを通過した運転手の顔、車のナンバー、時刻を自動的に記録していく、

Ｎシステムのカメラが日本全国の道路上に設置されている。

犯罪捜査を円滑に行なう上で重要な装置との事であるが、

この国民監視システムは、個人のプライバシーなど何処吹く風である。

本作品では、１９９９年に北九州においても行なった映像作品「Ｎ system」同様、

Ｎシステムの手法を模倣し、歩道橋にデジタルビデオカメラを設置。

無差別に通過する車両を録画する。ただし、この沖縄バージョンにおいては、

軍用１号線であった国道58号線の他、主要幹線道路上にデジタルビデオカメラを設置。

編集において「Yナンバー」車の映像をスローに、それ以外の車の映像を倍速に加工する。

従って、通常の速度はこの映像の中には無い。

この島の現実が通常のモノサシ（法）で計れるものでは無いからである。

米軍人や軍属、その家族が乗る私有車にのみ交付されるというこの「Yナンバー」が、

沖縄で暮らす上で最も身近で恐ろしいものであると言っても過言ではない。

「車庫証明」も「日本国運転免許」も必要無く、公務外での事故の場合、

「個人責任」も発生しない“亡霊”が運転しているからである。
